A Late Form 2290 Filing Can Quietly Raise a Trucking Company’s Insurance Costs

As the Aug. 31 HVUT deadline nears, the compliance and insurance firm explains how an administrative lapse can follow carriers into their next policy renewal

Simplex Group, a trucking compliance and commercial insurance provider, is highlighting a consequence of missed Heavy Vehicle Use Tax (HVUT) filings that fleet owners often don’t see coming: the ripple effect on commercial insurance underwriting.

Form 2290, due August 31 for most vehicles placed in service in July, generates the stamped Schedule 1 that states require to renew vehicle registration. When that filing is late, a truck’s registration can lapse, and an unregistered or improperly tagged vehicle operating on the road is the kind of finding that shows up on a roadside inspection report or a DOT compliance review.

Simplex Group says this is a pattern the company sees repeatedly with newer carriers and small fleets: an HVUT filing gets pushed to the bottom of the priority list during a busy month, the registration renewal stalls, and months later the carrier is asking why its commercial auto premium increased, without connecting it back to a paperwork delay from earlier in the year.

The company, which operates offices in Miami, Houston, Dallas, and Rancho Cucamonga, California, pairs its tax preparation services with DOT compliance and commercial insurance under one roof specifically to catch these overlaps before they compound. Its compliance team cross-checks HVUT status, IFTA reporting, and driver qualification files as part of a broader review, rather than treating each filing as an isolated task.

Simplex Group notes that the fix is largely preventive: filing Form 2290 early, keeping registration current across every vehicle in a fleet, and maintaining documentation that shows a clean administrative record heading into a policy renewal or a DOT audit. The company also assists carriers in identifying vehicles that qualify for HVUT mileage exemptions, which can reduce what’s owed for trucks that operate on a limited annual mileage basis.

With the August 31 deadline approaching during a period when many carriers are also managing peak-season freight volume, Simplex Group is encouraging fleets to treat HVUT compliance as part of their broader risk profile rather than a standalone tax obligation.
